The North West Provincial Treasury held engagements with Maquassi Hills Municipality on the Medium Term Budget Revenue and Expenditure to assess key priorities for the 2025/26 MTREF and the associated implementation risks and the alignment between planning and budgeting as well as the level of intergovernmental planning
The North West Provincial Treasury embarked on series of engagements with the Provincial Executive Representatives of various municipalities
Maquassi Hills Local Municipality was the first to be engaged by stakeholders from treasury. MEC Kenetswe Mosenogi led a session with the PER attached to the municipality
The PER presented a comprehensive account of the state of their respective municipalities with regards to progress registered with the implementation of Financial Recovery Plans (FRPs), zooming into four strategic and key pillars namely governance, institutional capacity, financial management and service delivery
The municipality has seen various series of municipal service delivery collapse due to mismanagement of funds that led to collapse of services
The municipality has been struggling to keep up with day-to-day needs of the residents that includes water, roads and infrastructure, rubbish collection and other services
Residents have been left in the dark for several years on what is taking place in their municipality. The municipality is not properly reporting to communities on what's taking place in the municipality, however, series of events unfolded including those mentioned earlier in this report
The misuse of funds and municipal resources has threatened to collapse the purpose of the municipality for over the years
Just recently, the municipality had salaries of employees delayed due to the freezing of the Equitable Share Funding - ESF
Maquassi Hills is one of municipalities that had the funding frozen
It has been reported that the freezing of the Equitable Share Funding places municipalities under financial constraint risking payment process to be problematic
