In a positive move to foster capacity building support amongst municipalities within the DR Kenneth Kaunda District, the DR KKDM Municipal Accounts Committee, alongside the North West Provincial Cooperative Governance & Traditional Affairs (CoGTA) department convened a District MPAC Forum at the Municipal Council Chamber in Stilfontein, City of Matlosana.
The forum, which was a special workshop for councillors, pursues the need to capacitate active municipal MPAC councillors across municipalities within the District (DR KKDM, City of Matlosana, Maquassi Hills and JB Marks) on governance, accountability and capacity building around concerns related to conducting oversight on the Annual Financial Statements (AFS), Post Audit Action Plan (PAAP) and the Terms of Reference for the MPAC District Forum.
MPAC District Forum Chairperson Councillor Nhlupheko James Tsolela said the significance of this meeting is to “ensure that the work produced by municipalities is of the highest quality prior being handed over to the Auditor General through a comprehensive Annual Report at the end of every financial year”.
CoGTA’s Turn-Around Team Governance Expert Raj Kowlessar highlighted today’s MPAC forum as an important approach towards empowering “municipalities due to incoming new municipal councils expected to take office anytime between November 2026 and January 2027”.
Complementing Kowlessar’s speech, CoGTA Turn-Around Support Finance Expert Zanele Ntshangase articulated “part of the training session’s objective as a key part of understanding the purpose and content of Annual Financial Statements (AFS), recognizing MPAC’s oversight role under Municipal Finance Management Act (MFMA) and Structures Act, interpreting key financial information for decision-making and identifying red flags and ask the right oversight questions”.
