Malebatsane has been elected to continue the duty of the Office of the Speaker after the removal of former Speaker of the municipality, Sarah Nkatlo
Nkatlo has been accused of undermining council rules by unlawfully electing a Chief Financial Officer and Director of Community Services despite a majority rule
Various opposition parties in the municipality argued that the former Speaker Sarah Nkatlo violated council rules
Councillors from the South African Political Association (SAPA), the EFF, DA, Freedom Front Plus and Forum For Service Delivery said, by ignoring the majority, Nkatlo violated the council’s established rules and as a presiding officer, her duty was just to facilitate the council proceedings
Former Council Speaker, Sarah Nkatlo unlawfully imposed a Chief Financial Officer - CFO and Director of Community Services - DCM despite a clear majority of councillors supporting another candidate in a council meeting
The candidate who was appointed to be the Maquassi Hills Municipality CFO is reportedly a CFO in another municipality
The Mayor of Maquassi Hills Municipality, Mzwandile Feliti declared the appointments of Chief Financial Officer and Director of Community Services as unlawful
Feliti said, the Council held two meetings which collapsed due to unfollowed proper procedure and manipulation by Former Council Speaker, Sarah Nkatlo
The Mayor said, the collapse of council meetings was as a result of wrong followed procedure, manipulation of the law by the Speaker, differing views from the Council, selection process and the report
Before the removal of Sarah Nkatlo in office, the MEC for Cooperative Governance, Human Settlements and Traditional Affairs (COGHSTA), Gaoage Oageng Molapisi called for the meeting of all councillors at Maquassi Hills Municipality to address concerns regarding governance challenges within the municipality
However, the new Speaker, Tshireletso Malebatsane has been sworn in officially at the Wolmaransstad Magistrates Court
"The Magistrate of the Wolmaransstad Office, officially sworn in the newly elected Council Speaker of Maquassi Hills Local Municipality as per the resolution of Council...Here-with, the Council, new Speaker is as of today, officially bestowed with his office responsibilities and therefore any misinformation suggesting otherwise should not be entertained by the public" - Maquassi Hills Municipality Communications Unit
