The Department of Defence (DoD) has accumulated R16 billion in irregular expenditure, mostly due to overspending on salaries, and this figure is set to increase, according to the Auditor-General of South Africa (AGSA).
This was revealed during an AGSA briefing to the Portfolio Committee on Defence and Military Veterans (PCDMV) on 27 May. The Auditor-General found the DoD’s overall closing balance of irregular expenditure remained high at R16.4 billion as at 28 February 2026.
“The department continues to experience an increase in UIFWE [unauthorised, irregular and fruitless, and wasteful expenditure] yearly. This trend is expected to continue in 2025-26 with a significant increase in unauthorised expenditure due to inadequate allocation of compensation of employees to sustain the current DoD personnel and operational requirements,” the AGSA told the PCDMV.
