Human Settlements Minister handedover title deeds to residents in Lebaleng



Makwassie, Lebaleng - The Minister of Human Settlements, Thembi Simelane, has handed over a sizeable number of title deeds to earmarked beneficiaries at the Lebaleng township, Makwassie on Friday, 10 July 2026

The Minister was accompanied by the Mayor of Maquassi Hills Local Municipality, Mzwandile Feliti and local Councillors

The handover is part of the department's drive to engage with the communities by handing over completed housing projects around the North West province

Simelane''s visit, which is in line with her ministry's promotion of Title Deeds Restoration Program, also included oversight appearance to catalyst projects in the province




The title deeds handover program was held at the Lebaleng community hall

The Minister of Human Settlements, Thembi Simelane, also accompanied by the North West MEC for Cooperative Governance, Human Settlements and Traditional Affairs, Gaoage Oageng Molapisi, led a Ministerial visit to the North West Province on Thursday and Friday, 09 -10 July 2026, as part of government's ongoing commitment to accelerating housing delivery, strengthening oversight, and engaging directly with communities on human settlements programmes

The Minister of Human Settlements has been undertaking Ministerial visits to provinces to engage provincial spheres on housing delivery and the title deeds restoration programme

The two-day visit to the province saw Minister Simelane, MEC Molapisi, and Executive Mayor from the Dr Kenneth Kaunda District Municipality hand over houses at a project expected to yield 2,500 units by October 2026 and title deeds to the deserving beneficiaries




During the visit, Minister Simelane, together with the North West MEC for Cooperative Governance, Human Settlements and Traditional Affairs, Gaoage Molapisi, and the Mayor handed over title deeds, as part of the Title Deeds Fridays Campaign in Maquassi Hills Local Municipality

The Minister also seized the opportunity to implore the province to continue working hard to unblock stalled housing project and meet its target in the registration and issuing of title deeds

According to the report presented to the Minister, some of the projects have been blocked because of dolomitic surface and bulk services whilst title deeds restoration programme has been affected by the several challenges, including untraceable beneficiaries, incomplete township establishment processes, deceased beneficiaries and illegal occupation of houses

The transfer of title deeds remains central to restoring dignity, security and economic inclusion. During the 2026/2027 financial year, the Province aims to transfer 2450 title deeds to the rightful beneficiaries.

In addressing the challenges of blocked projects, the North West Department of Human Settlements is in the process of allocating funds to revive the blocked projects



While Minister Simelane expressed comfort in the steps taken by the province to unblock projects, she cautioned against disintegrated planning within the spheres of government and underscored the importance of contract management to ensure contractors adhere to their contractual obligations

MEC Molapisi has pronounced and committed that the resources allocated to the province through Human Settlements Development Grant (HSDG) and Informal Settlements Upgrading Partnership Grant (ISUPG) will be dedicated towards accelerating housing delivery and improving living conditions of those in need across the province
