The executive mayor of Madibeng local municipality, Douglas Maimane has been recalled.
The ANC said he is recalled as the executive mayor and a proportional representation councillor in Madibeng with immediate effect.
“The recall, taken by the ANC North West Provincial Executive Committee, has the concurrence and authority of the Office of the Secretary General. The ANC Caucus in Madibeng will implement and give effect to the decision through the lawful processes of council,” spokesperson Mahlengi Bhengu.
She said the ANC deploys its cadres to serve the people and not to serve themselves.
“A deployment to public office is a responsibility held on behalf of our communities, and it is held only for as long as the cadre advances the mandate of the movement. Where that mandate is not advanced, the movement will act accordingly. No individual ambition will be allowed to stand above the needs of the people,” she said.
“The discipline of all ANC councillors and public representatives is under careful watch. A three-line whip applies in every council and caucus, and the line of march of the movement obtains. Our public representatives are expected to function within the discipline of the caucus, to account to the structures of the movement, and to keep faith with the communities who elected them. This standard will be applied consistently, and without fear or favour.”
Last month the high court in Johannesburg reviewed and set aside ANC secretary general Fikile Mbalula’s decision to recall him.
Maimane approached the high court arguing that his recall was based on false information and that he was not afforded a fair opportunity to present his case.
Mbalula recalled Maimane after a recording of a meeting was leaked where he allegedly offered opposition party councillors, Peter Tsheola of the African Independent Congress and Sechaba Sekhotho of the Forum for Service Delivery, money to campaign against the ANC in Madibeng.
Maimane also obtained an interim court order stopping the Speaker of Madibeng, Ditshego Mbezi and the Madibeng council from tabling and debating a motion of no confidence against him.
He approached the high court in Pretoria on urgent basis on April 29 after Tsheola moved the motion to oust him. Tsheola was supported by Kabelo Ntshekiso of the Al Jama-ah.
