Wolmaransstad - The African National Congress member in Maquassi Hills, Sarah Nkatlo says she is still the current Council Speaker while Tshireletso Malebatsane is acting
Nkatlo says, currently there are two Council Speakers in Maquassi Hills, her as the legitimate Speaker and Malebatsane as illegitimate Speaker. She says Tshireletso Malebatsane is illegitimately acting as Speaker of the Council
She introduced herself as the Current Speaker of Maquassi Hills while Tshireletso Malebatsane also introduced himself as Council Speaker at the recently held North West Provincial Legislature's SCOPA meeting in which they failed to deliver a financial report that was supposed to show how municipal finds were used
Nkatlo says, she has never been told to step down or step aside as the Speaker of Coucil of Maquassi Hills, she says the problem began in mid-April when councillors decided to elect a new Speaker without her as the current Council Speaker and Municipal Manager or anyone from the office of the MEC Oageng Molapisi to conduct the process
"The problem started on the 17th of April 2026, councillors decided to elect a new Speaker at Bona Bona lodge where there was no one from the office of the MEC. Malebatsane was alected as acting Speaker. I was never asked to step down or step aside. I was petitioned against. Every time I call a meeting, no councillor becomes available. According to the the communications unit within the municipality, by majority vote as expressed by Municipal Structures Act, the Adopted Council Standing Rules of Order duly elected Tshireletso Malebatsane as the new Council Speaker of Maquassi Hills Local Municipality; consequential to the former Speaker being removed by a motion of no confidence

The majority of Council members of Maquassi Hills Municipality have delibated over the petition of vote of no confidence against the Speaker of the Council, Sarah Nkatlo
The Council took the decision to launch vote of no confidence against the Speaker in their recent meeting
The decision comes after Nkatlo undermined the rules and regulations by attempting to appoint a new Chief Financial Officer and Director of Community Services despite a majority rule disagreeing on the motion. Two council meetings held collapsed due to disagreements between the Speaker and Council Members
Councillors from the South African Political Association (SAPA), the DA, Freedom Front Plus and Forum For Service Delivery said, by ignoring the majority, former Council Speaker Sarah Nkatlo violated the council’s established rules and as a presiding officer, her duty was just to facilitate the council proceedings
"Instead of putting the matter to a council vote, Nkatlo overruled the majority and appointed the first candidate as CFO, despite objections from both the opposition and a faction of the ANC, Nkatlo insisted she was exercising her “discretion” and allegedly directed the council to move on to the next agenda item" - SAPA Spokesperson, Sello Moraka
Nkatlo says, municipal employees have downed tools and there is no progressa
Nkatlo was speaking following being kicked out for failing to deliver a financial report at the North West Provincial Legislature's SCOPA meeting recently
