SIU to investigate R150 Million North West road maintenance tender

The Special Investigating Unit (SIU) is set to investigate a R150.4 million road maintenance tender at the North West Department of Public Works and Roads after President Cyril Ramaphosa signed Proclamation 340 of 2026.

According to the SIU, the proclamation authorises an investigation into allegations of “serious maladministration, corruption, irregular expenditure, and unlawful or improper loss of public funds” involving the department. The probe relates to Bid Number PWR 89/13 for the special maintenance of Road P152/1 from Setlagole to P34/4 in Delareyville, covering 28 kilometres under Phase II of the project.

The SIU said the tender was valued at R150 466 494.68, and that the investigation will establish whether the procurement, contracting and related payments were conducted in a manner that was “fair, competitive, transparent, equitable or cost-effective”. It will also examine whether the process complied with applicable legislation, Treasury requirements and the department's own policies and procedures.

According to the unit, the investigation will further look into whether officials, employees, agents, service providers or other parties engaged in “improper or unlawful conduct” with the intention of obtaining an improper or corrupt benefit. Allegations of fraud, as well as any unauthorised, irregular, fruitless or wasteful expenditure linked to the contract, will also be investigated.

The SIU said the investigation covers the period from 9 March 2021 to 28 August 2026, the date on which the proclamation was published. It added that, under the SIU Act, it can institute civil proceedings before the Special Tribunal or High Court and take steps to recover financial losses suffered by the State.
